Consideration of Renaming East Boston Camps
Issue: Several residents have suggested that the East Boston Camp property be renamed. The Town has had a tradition of assigning a committee to make such recommendations. The Board may wish to create such a Committee or request that the Committee tasked with the naming of schools be asked to meet on this matter.

Reorganization of Permitting Office
Issue: At the last meeting in August, The Town Manager presented a plan to reorganize the Permitting office, by entering into a partnership with the Chelmsford and Westford Housing Authorities to provide assistance on 40B and other housing issues to the ZBA, Affordable Housing Committee and Affordable Housing Trust. Under the Town Charter, the Town Manager may reorganize any department under his control with the approval of the BoS. Town Manager Recommendation: Recommends approval; and that a monthly meeting be held between the Chairs of both the ZBA and Planning Board to assure that needs are being met.

Request for Street Lights and Sidewalks on Power Road
Issue:The Town has received a request from a resident of Power Rd for placement of a streetlight and sidewalks on the road. These issues are not covered in the FY 08 budget. If the Board was so inclined, we would add these items to the FY 09 budget process.

Request from Long Range Fiscal Policy Committee for Time Extension
Issue:At the last meeting of the Long Range Fiscal Policy Committee, it was determined that the committee needed some more time to complete their work. They have requested a one month extension until November 1, 2007.

Hiring Freeze Waiver
a) Administrative Assistant, Town Manager /Selectmen
Issue: At Annual Town Meeting, $35,000 was appropriated for an Administrative Assistant position in the Town Manager/Selectmen’s Office. In 2000, a part time clerical position was eliminated due to budget constraints. Since the position was eliminated, work flow in the office has just about doubled. As a result, filing and Selectmen’s follow through have not been kept up with in a timely manner. The responsibility for handling and processing liquor licenses and other permits, a Selectmen’s responsibility, has been assumed by the Town Clerk’s office, creating work flow problems in that department
as well. To respond to this situation, an Administrative Assistant position was placed in the budget to assist with day to day work flow, as well as to handle liquor licenses, BoS follow through, indexing of Selectmen’s minutes; sign requests; processing of public hearings, etc.
Town Manager Recommendation: Recommends approval
